Martin,

There are no specific rules for boarding out the loft space in terms of planning.

Building regulations will not be necessary providing you are not altering the structural fabric of the roof, i.e. making the loft access bigger of altering the air/ventilation of the left space.

If you alter the ventilation of the loft, you may cause condensation to occur that will in the end lead to mould growth and damage what you are storing.
