If your tenant wants to carry out this work you will need to grant them a license to undertake this work, as they will be invalidating any insurance that you have.

I would also suggest that they approach a professional engineer to validate any changes and ensure that they are undertaken correctly.

You will also need to have your tenant to have this work put through Building Control.
