The roof construction that you are describing is typical for buildings of this age; it is quite common to board out lofts directly onto 4x2 joists.

Thermal insulation will dictate the floor zone and we now suggest an over floor is constructed this will allow you to maintain thermal zone and a floor capable of carrying you storage requirements.

The cost will not be that high and could be in the region of £20~£30/m2.
