A loft conversion can have any type of window, as for the fire escape element, Velux do make fire escape windows which comply with current building regulations.
If you fit Velux roof windows only in your loft conversion and these are low level, meaning they are installed in line with your roof tiles, you may not require planning permission, only building regulations, but check with your architect.
