There are a number of points to consider here;

? The number of floors is not stated, if it is more than three you will have a to consider the means of escape that could affect the lower flats.

? You may be limited in the number of rooms, due to the above.

? You will not need planning permission if this work does not alter any external features, i.e. roof slope, dormer etc

? Yes you will sound insulate to the party walls

? You will have to serve notice on the adjoining owners if you attach or work in the party walls.

Notwithstanding, the above we consider the fire and means of escape will be a major factor in this design. We can provide advice or service to see if Part B can be satisfied.
