Not sure which regulations you mean but if the question refers to planning permission than no you don?t need to apply for this.

You don?t mention what use the loft is fulfilling. If it is a habitable room than the ladder won?t be sufficient and you will need to comply with the building regulations. If the loft is just used for storage than this shouldn?t be an issue.
