Angela,

The Party Wall Act was extended to be country wide in 1997 and all and gives owners the right to execute works to a party wall.

What seems strange here is a party wall notice has been served with no supporting data. A typical notice should state what work is to be done and when it will be commenced.

Whilst your neighbour has commenced in the right manner in raising a notice it seems to be meaningless unless backed up with data about what the works will entail. I would suggest that you get your neighbour to visit the following web site

this site gives them and you all the correct procedures to follow along with standard letters and notices to avoid disputes.
