Retrospective applications are difficult to achieve, but not impossible.

We would suggest that you describe space as ?storage?, building regulation approval is not required if you board out your loft.

On the other hand, If you consider the room to be ?habitable? they are perfectly within the jurisdiction of the BR to insist on these alterations.
