Yes, you should be able to install a room within the loft.

You will more than likely need to upgrade the floor as it is unlikely that the existing ceiling will have sufficient strength.

One area that you will need to consider is the means of escape from the loft area.

If you wish to understand what is involved we can undertake a feasibility study and prepare a report for you.
